The International Monetary Fund, or IMF, recommends initially combining wholesale and retail issuance using existing infrastructure to limit market fragmentation. Under the model, individuals could access government bonds through non-competitive bidding or authorised agents, while Vietnam balances fundraising needs, costs, market liquidity and investor demand.
